    STATE POLICE AT MONROE


    DWI arrests

    Five people were charged with driving while intoxicated in the State Police Monroe patrol area between Thursday, April 30, and early Saturday morning, May 2.

    Angel Capasso, 25, of Chester, was charged with driving while intoxicated on April 30 after a traffic stop at approximately 1 a.m. in Whispering Hills in the Village of Chester. Police said his blood alcohol level was .13 percent.

    Arthur J. Kinsella, 42, of Monroe, was charged with driving while intoxicated April 30 after a traffic stop at approximately 7:45 p.m. on County Route 19, Still Road, in the Village of Monroe. Police said his blood alcohol level was .12 percent.

    Brian T. Smith, 48, of Blooming Grove, was charged with felony driving while intoxicated on April 30 after a traffic stop at approximately 10:30p.m. on Route 94 in the Town of Blooming Grove. Police said his blood alcohol level was .13 percent.

    Brooke M. Malenda, 28, of Warwick, was charged with driving while intoxicated on May 2 after a traffic stop at approximately 12:30 a.m. on South Street in the Village of Warwick. Police said Malenda’s blood alcohol level was .15 percent.

    Joseph A. Sessa, 24, of Holmes, was charged with driving while ability impaired on May 2 after a traffic stop at approximately 3 a.m. on North Street in the Village of Washingtonville.

    All suspects were issued tickets returnable to the respective courts later this month.

    May 5

    Brian Keys, 23, of Monroe, was charged with unlawful possession of marijuana, a violation, driving while intoxicated and with a blood-alcohol level of .08 percent or more, misdemeanors. He was issued an appearance ticket.

    Cecil Reed, 47, of Monroe, was charged with third-degree assault, a misdemeanor. He was issued an appearance ticket.

    Julianna Bauman, 22, of Harriman, was charged with petty larceny, a misdemeanor. She was issued an appearance ticket.

    May 8

    Erik A. Biktjorn, 20, of Chester, was charged with unlawful possession of marijuana, a violation. He was issued an appearance ticket.

    May 9



    Stephen M. Kopiecki, 28, of Washingtonville, was charged with driving while intoxicated and with a blood-alcohol level of .08 percent or more, felonies because of a prior conviction. He was released to a third party.

    Brittany A. McGovern, 21, of Washingtonville, was charged with driving while intoxicated and with a blood-alcohol level of .08 percent or more, misdemeanors. She was released to a third party.

    An 18-year-old Warwick female was charged with driving while intoxicated and with a blood alcohol level of .08 percent or more, misdemeanors. She was released to a third party.
